Seguinte... para envelope tamanho a4, normalmente as gráficas tem um tamanho padrão já, só ficando no caso a aplicação do layout que você sugeriu...

o mesmo acontece com crachá e as fitas...

é mais questão de fornecedor...

agora se você quiser um formato diferenciado criado por você...
terá de desenvolver o projeto com as cotas e tamanhos reais estabelecidos por você e verificar se é viável financeiramente e funcionalmente.
